Cook the beef and onion in in a 10-inch skillet over medium-high heat until the beef is well browned, stirring often to break up the meat. Pour off any fat. Stir the cumin and chili powder in the skillet.Stir the beans, tomatoes, soup, milk and cheese in a 3-quart saucepan. Cook over medium heat until cheese is melted, stirring occasionally. Stir the beef mixture into the saucepan.Place half of the tortilla chips in the bottom of a 2-quart shallow baking dish. Top with the beef mixture.Bake at 350°F. for 20 minutes or until the mixture is hot and bubbling. Top the beef mixture with the remaining tortilla chips and bake for 5 minutes or until the chips are golden brown.
